ASSIGNMENTS 

 

Throughout my career, I have consulted for a variety of private companies, community groups and nonprofit organization on development projects, land-use issues and community visioning initatives.   Representative of the varied scope and length of these engagements are: 

 

Karoff Consultants – Prepare responses to New York City Economic Development Corporation RFPs for assorted clients seeking to purchase and redevelop city-owned land. Provide economic analysis, advice on project scope and positioning  and guidance on green-building practices for assorted commercial development proposals.

 

  • Taconic Investment Partners (2014) – prepared 550|W20 proposal for the Empire State Development Corporation’s RFP of the Bayview Correctional Facility in New York City

  • iPic Entertainment, LLC (2013) – prepared the winning proposal for the Delray Beach 4th&5th Avenue Redevelopment Site for a multiplex movie and entertainment complex, garage and retail project.

  • Essex Crossing – (2013) Prepared the winning response for the Seward Park Urban Renewal Site in New York City’s Lower East Side. This 9-parcel, 6-acre site is the largest redevelopment project south of 96th Street in 40 years and will be developed into a mixed-use project with over 1.2 million square feet of space

  • United American Land LLC – (2013) Preparation of Library Place and Open House development proposals for prime redevelopment sites in Brooklyn New York.

  • ​​Total Transportation Corporation – (2012-2014) Working with a multi-service bus transportation company to obtain development rights for city-owned redevelopment parcel to be converted into a “green” vehicle depot

 

Duane & Morris, LLP – Prepared expert opinion paper for law firm on the feasibility of redeveloping a 57-acre oceanfront mobile-home park for high-density residential use.  



Coastal Hazard Expert for a week-long Trust for Public Land “Greenprint Workshop” in Galveston TX.
 

Florida Coalition for Preservation – Educated client on local, state and federal coastal land-use policy and prepared presentation material for public meetings and outreach.



Coalition for Free Expression - Researched and documented the impacts of select video store retailers on real estate values and community character.  Prepared expert witness testimony on value of proposed zoning amendments.



Fifth Avenue Neighborhood Association and Pace University Center of Social Justice - Lead coalition in opposition to the redevelopment of the Fifth Avenue Urban Renewal area with an IKEA big-box retailer.  Prepared critique of Draft Environmental Impact Statement, educated citizens groups on land use issues and effective advocacy techniques. 



Robert Pauls, LLC – Preformed market research and feasibility analysis for Harbour Place, a proposed 1.4 million square foot waterfront retail/entertainment complex.  Promenade Shops - Edgewater, NJ  Market and feasibility analysis for a proposed retail center.  Fashion Center BID - Performed detailed retail survey of study area for report update. 125th Street Re-zoning Impact Analysis –Economic impact study of proposed rezoning .  Preformed retail inventory, analyzed demographics, retail displacement, and employment impacts.
